What rules apply when there is a strike among airport employees or ATC that closes air traffic?
This is highly relevant when it comes to the airport's role in congested air traffic and the resulting delays and cancellations.
Strikes among airport employees (e.g. ground handling and security)

ATC (air traffic control) and air traffic restrictions
